กระทรวงมหาดไทยเป็นกระทรวงหนึ่งที่จัดตั้งขึ้นเมื่อวันที่ 1 เมษายน พ.ศ.2435มีสมเด็จพระเจ้าบรมวงศ์เธอกรมพระยาดำรงราชานุภาพทรงเป็นเสนาบดีรับผิดชอบงานมหาดไทยหรืองานการปกครองประเทศและได้มีการแบ่งหน้าที่ระหว่างกระทรวงมหาดไทยและกระทรวงกลาโหมให้ชัดเจนไม่ซ้ำซ้อนกันโดยให้กระทรวงมหาดไทยรับผิดชอบรวมการบังคับบัญชาหัวเมืองทั้งหมดเพียงกระทรวงเดียว สำหรับการปกครองในส่วนภูมิภาคได้ กำหนดรูปแบบการปกครองที่เรียกว่า "เทศาภิบาล" ขึ้นมาใช้และได้มอบหมายให้กระทรวงมหาดไทยเป็นผู้รับผิดชอบดูแลโดยจัดแบ่งหัวเมืองออกเป็นมณฑล เมืองและอำเภอโดยมีสมุหเทศาภิบาล ผู้ว่าราชการเมืองและนายอำเภอเป็นผู้ปกครองบังคับบัญชาข้าราชการและดูแลทุกข์สุขของประชาชนในเขตท้องที่นั้น ๆ และมีกำนันผู้ใหญ่บ้านเป็นผู้ช่วยเหลือปฏิบัติงานในระดับตำบลและหมู่บ้าน กรมมหาดไทยฝ่ายพลำภังจึงเป็นต้นกำเนิดของกรมการปกครองซึ่งได้มีการเปลี่ยนชื่อและปรับปรุงการแบ่งส่วนราชการภายในมาเป็นลำดับ ดังนี้
